Adding Swedish Detaljplaner Compliance to Hektar via Vinnova

We are excited to share that Parametric has been awarded a three-year Vinnova-funded project to build automated interpretation of Swedish detaljplaner directly into Hektar. The project is run together with MODinsikt, who bring deep regulatory expertise to the collaboration.

What the Project Will Build

Swedish detaljplaner are the legal instrument that defines what can be built on a given parcel. They specify use boundaries (användningsgränser), property boundaries (egenskapsgränser), markers, and a long list of conditions that affect every decision a developer or planner makes about a site. Today, interpreting them is manual work. An architect or planner reads the plan document, reads the map, and translates the regulatory content into design constraints by hand.

Our goal over the next three years is to make that translation automatic. The project will develop methods for reading Swedish detaljplaner, extracting their regulatory content into structured form, and feeding it directly into Hektar's generative engine as machine-readable constraints. The path from planunderlag (planning documents) to beslutsunderlag (decision support) becomes traceable, fast, and consistent.

Why This Matters

Early-stage feasibility on raw land in Sweden is regularly bottlenecked by detaljplan interpretation. The same plan can be read differently by different people. Conditions get missed. Constraints get translated approximately. By the time a project reaches the bygglov stage, ambiguities in early interpretation have often compounded into costly rework.

Embedding compliance intelligence into the generative loop changes the unit economics of this work. Every option Hektar produces will be checked against the actual regulatory content of the detaljplan, not against an approximation entered by hand. This is the kind of capability that compresses risk at the earliest stage of a project, where the leverage is highest.

The Collaboration

MODinsikt brings the regulatory and planning expertise that this work depends on. Their understanding of how Swedish detaljplaner are structured, how municipalities apply them in practice, and where the interpretation challenges actually sit will shape what the system needs to do.

Parametric brings the generative engine, the typology library, and the technical infrastructure to integrate compliance directly into the Hektar platform. Together we will build something that neither side could build alone.

Looking Ahead

The project runs over three years and will produce both research outputs and concrete product capabilities. For Hektar users, the practical effect will be a steadily growing ability to evaluate any Swedish site against its specific detaljplan automatically, with full traceability from regulation to design constraint.

We are grateful to Vinnova for backing this work. Sweden has a real opportunity to lead in digitally integrated urban planning, and compliance intelligence is one of the structural pieces that has been missing. We are looking forward to building it.
